Employment Opportunity: Code Enforcement Officer for the City of Orange City

The City of Orange City is seeking a motivated and community-minded Code Enforcement Officer to support the City’s continued growth and high quality of life through the implementation and enforcement of building codes, zoning ordinances, and municipal regulations. This position plays an important role in guiding residential and commercial development, assisting property owners and contractors, and helping ensure safe, orderly, and attractive neighborhoods throughout the community.

As part of the City’s leadership and development team, the Code Enforcement Officer will work closely with residents, contractors, developers, City staff, and volunteer boards to support planning efforts, review projects, enforce municipal codes, and facilitate responsible community development.

Primary Responsibilities

  • As a Zoning Administrator, provide critical information to property owners and
    building contractors concerning usages, setbacks, districts and etc.
  • Issue building permits, verify compliance, and facilitate appeal requests as
    needed.
  • Provide staff support for the Board of Appeals, Planning & Zoning Board, Dutch
    Storefront Committee, and other groups as assigned.
  • Serves as Building Inspector to ensure building codes compliance via on-site
    inspection including residential rental properties.
  • Updates and enforces the Municipal Code of Ordinances in cooperation with the
    City Clerk, Police, and public works departments.
  • Implements City initiated land annexation projects as directed.
  • Provides information and facilitates private annexation, platting and development
    projects in conjunction with the Planning & Zoning Board and City Council.
  • Maintains City’s Comprehensive Plan and Land Use-Zoning-City Limit maps.
  • Issues moving and home-based business permits.
  • Conducts property research for transportation and utility projects within the City
    limits.
  • Facilitates private purchases of City owned, residential building lots.
  • Represents Orange City for Sioux County Emergency Management.

Knowledge, Skills, Experience:

  • Extensive knowledge of adopted building codes.
  • Familiarity of most building construction techniques.
  • Ability to comprehend construction blueprints, site plans, plat maps and legal
    property descriptions.
  • Knowledge of adopted Municipal Building Codes.
  • Ability to work cooperatively with the public, City department employees, and
    various City volunteer boards and committees.
  • Proficiency in recording public meeting minutes, MS Word software and Internet
    software programs.
  • Five years of extensive construction experience preferred.
